What film starts off with a two guys sniping at trucks?

I never saw the end of this film but it started really well, I think its right at the start where there's one guy sniping and another guy looking down binoculars. He shoots some guys in the head who are arming big guns in a convoy. I think what happens was one of them gets shot and the other one's left to die.
