Libya.where are the aid convoys ?

Supposedly the Libyan Air force is inactive,they have one Frigate and one Submarine.So little threat there.By sea or land from Egypt and other places why is aid,medicines food water etc not a priority.Benghazi hospitals have run out of medical supplies,there are many injured their that need help.They are able to communicate with the outside world.So why are we not providing medical aid etc that could be be distributed to other regions as the opportunities arise,by the Libyan people.
