Convoy out of Europe?

I am trying to organise a convoy to Morocco taking resources such as warm clothing for the enclaves, tools and clothing for regions such as Sale Tabriquet, Bouknadel, Carriane regions of Sale Casablanca... I need to know the legal requirements please i.e TA forms for outside of Europe, what other papers and legalities are necessary. I am going to work alongside the respective INDH agencies and the Bouregreg Association Morocco. Unfortunately they are not in a position to give advice on my requirements for bringing vehicles through Customs / Douane in Calais nor Tangiers. I would appreciate any advice, or which best category to ask this question. Kind regards in advance,
